The National Insurance Crime Bureau has a web page where you can search the NCIB's database using the Vehicle's Identification number to find out whether it has been declared an unrecovered stolen or salvage vehicle: https://www.nicb.org/theft_and_fraud_awareness/vincheck
Ask to see the Carfax. This is a program that some dealers subscribe to, so that they have the car history of accidents, repairs and mileage, state of ownership, etc. If the dealer does not have one, you can always purchase one yourself: http://carfax.com/
Trying to decide on a couple different cars? Progressive has a mobile app which allows you to scan vehicle id numbers and rates the cars from 1 to 10 on the price to insure the car.
